To have launchd start pure-ftpd at login:
    ln -sfv /usr/local/opt/pure-ftpd/*.plist ~/Library/LaunchAgents
Then to load pure-ftpd now:
    launchctl load ~/Library/LaunchAgents/homebrew.mxcl.pure-ftpd.plist
Or, if you don't want/need launchctl, you can just run:
    pure-ftpd
